Rowan University, in partnership with Modern Education Services, has launched its first-ever international branch in Egypt. This initiative marks a significant milestone in the strong educational and cultural ties between Egypt and the United States.

The establishment of Rowan University’s first American campus in Egypt’s New Administrative Capital aligns with the Egyptian government’s strategy, which has been supported by President Abdel Fattah El-Sisi, to expand the presence of top international universities in Egypt. This effort is part of a broader strategy led by the Ministry of Higher Education to diversify the higher education landscape in the country.
Signing of the Memorandum of Understanding
The signing ceremony of the Memorandum of Understanding (MoU) between Rowan University and Modern Education Services was attended by Dr. Ayman Ashour, Minister of Higher Education and Scientific Research. The event took place at the ministry’s headquarters in the New Administrative Capital. Notable attendees included Dr. Abdel Wahab Ezzat, Secretary-General of the Private Universities Council, Robin Haroutunian, Deputy Chief of Mission at the U.S. Embassy in Cairo, and Dr. Abir El Shater, Assistant Minister for Technical Affairs.
Government Commitment to International Education
During his speech, Dr. Ayman Ashour emphasized Egypt’s commitment to establishing branches of international universities across the country. He highlighted that this initiative is part of the government’s vision to attract globally renowned institutions with high academic standings to open campuses in the New Administrative Capital. This aligns with Egypt’s Vision 2030 for sustainable development, aiming to enhance the quality of higher education, promote global competitiveness, and elevate the academic reputation of Egyptian institutions.
Rowan University’s Educational Commitment
Dr. Anthony Lowman, President of Rowan University, expressed the university’s commitment to providing diverse educational programs tailored to the needs of both local and international students. He outlined the key programs that Rowan University plans to offer in Egypt, including sciences, engineering, and business. The curriculum will mirror the academic standards and programs offered at Rowan’s main campus in New Jersey.

The MoU signing ceremony was also attended by Dr. Maurice Galini, Vice President of Rowan University for International Relations, Dr. Gurkan Alkanat, and several university representatives. Modern Education Services was represented by Dr. Adel Ibrahim, Board Member, and Michelle Morgan, Chief Operating Officer, along with other key members of the company.
