Core42

Qadi, the Middle East’s first sovereign Regulatory Compliance Platform, has announced a strategic partnership with Core42, a G42 company specializing in sovereign cloud and AI infrastructure. The collaboration equips Qadi with cutting-edge AI and cloud infrastructure that ensures full regulatory alignment and in-country data residency in the UAE, as the platform enters its next phase of growth following a pre-seed funding round led by Incubayt earlier this year.

Turning Laws into Intelligent AI Agents

Qadi transforms local laws, regulations, and policies into AI agents capable of making compliance determinations. Rather than dispersing compliance tasks across multiple tools, Qadi encodes rules from local legislation and internal policies into AI agents that execute actions and integrate compliance checks directly into business workflows. This approach is designed for the legal and regulatory systems of MENAT, aiming to revolutionize how law firms and institutions manage compliance and legal operations.

End-to-End Workflow Automation

Qadi’s key differentiation lies in converting fragmented compliance and legal tasks into seamless, end-to-end workflows. One set of AI agents handles contract reviews—including NDAs and MSAs—against local regulations and internal guidelines, while other agents focus on scanning media assets for compliance with regional financial promotion and advertising rules. By combining regional legal expertise with strict data sovereignty, Qadi delivers a reliable platform that legal and compliance teams can trust.

Core42’s Sovereign Cloud Infrastructure

Through this partnership, Qadi will run on Core42’s Sovereign Public Cloud, built on Microsoft Azure and governed by Core42’s Insight application. This ensures that all data, AI training processes, and compute operations remain fully within UAE national jurisdictions. The infrastructure merges local data residency, compliance enforcement, and controlled access pathways with AI model-ready architecture designed for sensitive and regulated workloads. Legal teams benefit from faster performance, scalable operations, and robust data protection in line with regional regulations and enterprise governance standards.

Leadership Insights on the Partnership

Mohamad El Charif, Founder of Qadi, stated:
“Partnering with Core42 gives us the infrastructure to scale with confidence. Qadi is not just building a copilot—it is the engine for compliance automation. By bridging strategic legal advisory with AI, we empower the next generation of legal services in the region while ensuring strict data sovereignty for our clients.”

Mohammed Retmi, Vice President, Sovereign Public Cloud at Core42, added:
“The legal sector requires solutions that reflect the region’s unique regulatory environment. Our collaboration with Qadi leverages our cloud and AI capabilities to deliver secure, compliant, and responsible AI solutions locally anchored to the UAE.”

Investment and Regional Expansion

The pre-seed investment led by Incubayt is being utilized to expand Qadi’s engineering capabilities, advance legal AI solutions, and grow regional partnerships in preparation for a broader rollout. According to Sami Khoreibi, Incubayt’s founder, the partnership with Core42 reinforces Qadi’s strategic direction and long-term growth plans.

Empowering the Region’s Digital Transformation

As governments accelerate digital transformation across the Middle East, Qadi offers a robust legal framework aligned with regional norms while leveraging modern AI efficiencies. The partnership with Core42 positions Qadi to support the increasing demand for AI-powered public and private services, combining innovation, compliance, and institutional trust.
